General Command Establishes Supreme Committee of Appeals to Ensure Justice and Transparency

The General Command (GC), formerly known as “the leadership of the liberated areas” is chaired by Abu Muhammad al-Jolani, the Prime Minister of the SSG and the head of the Consultative Committee (General Shura Council), announced the formation of the Supreme Committee of Appeals Board to oversee complaints and follow-up cases, aiming to enhance justice and protect individual rights in the liberated areas. The announcement follows a series of reforms initiated during a Revolutionary Conference.

The GC appointed the committee, comprising Ali Keda, as Chairman, Dr. Ibrahim Shasho, and Hussein al-Salama as members. The Board of Appeals is tasked with ensuring transparency and integrity in interactions between government institutions and citizens.

“The Board of Appeals is an essential body to promote justice and protect the rights of individuals in the liberated areas,” stated the General Command in their announcement.

Ali Abdul Rahman Keda, who will lead the committee, served as the head of the SSG for four years from 2019 until January 2024. Dr. Ibrahim Shasho, a former Minister of Justice and later Minister of Endowments, Guidance, and Counseling, brings extensive legal and academic experience to the board. Professor Hussein al-Salama, also a member, adds to the committee’s expertise in law and justice.

The establishment of the Board of Appeals follows a pivotal meeting on March 12 involving Hayah Tahrir al-Sham (HTS) leader Abu Muhammad Jolani, military and civil officials, and representatives from the SSG and the Consultative Committee. Key outcomes from this meeting included the restructuring of the General Security Service (GSS), forming a higher advisory council, and initiating several reforms aimed at improving governance and accountability in the region.

The formation of the Board of Appeals coincides with some public protests in Idlib and its countryside. A number of protesters have called for the removal of leaders and the release of detainees. These demonstrations have continued despite several reforms and promises made by HTS and the SSG, including a conditional general amnesty and the formation of committees to address residents’ concerns.
