On a historic day that embodies the will and unity of the Syrian people, President Ahmad al-Sharaa announced the launch of the Syrian Development Fund during a solemn ceremony at the Damascus Citadel, with wide official and popular participation. This fund is the first national institution of its kind, aiming to lead the process of reconstruction and sustainable development after years of devastation caused by the Assad regime. Donations reached nearly $60 million in the first hour alone, reflecting the Syrians’ confidence in this initiative and their eagerness to participate in building their country.

The Fund’s Vision and Strategic Objectives

The fund aims to contribute to the reconstruction and restoration of infrastructure, including road and bridge networks, water and electricity, airports, ports, and telecommunications, in addition to financing development projects through interest-free loans. It focuses on five vital sectors: health, education, water, agriculture, and infrastructure, with priority given to projects that contribute to the return of displaced persons to their areas of origin.

Funding Sources and Transparency

The Fund relies on diverse funding, including individual donations from within and outside Syria, recurring donations through the Permanent Donor program, allowing fixed monthly subscriptions, and grants and donations accepted in accordance with applicable laws.

In his speech, President Sharaa emphasized that the Fund will enjoy the highest levels of transparency, with disclosure of all funds spent on strategic projects. He also called on Syrians to participate in this national initiative, saying, “We are the ones who need to have the honor of giving to our country and our nation.”

Governorates’ Interaction and Popular Participation

The governorates of Latakia, Homs, Hama, Daraa, Aleppo, and Quneitra witnessed the Fund’s launch events, with widespread official and popular attendance, reflecting the national engagement with this initiative. In Latakia, attendees watched the details of the Fund’s vision on a large screen, while officials in Homs and Hama emphasized the Fund’s role in empowering the local community and creating job opportunities for youth. In Daraa, organizers emphasized that the Fund considers the local community a key partner in planning and implementation.

Working Mechanisms and Partnerships

The Fund enjoys legal personality and financial and administrative independence. Its headquarters are in Damascus and it is linked to the Presidency of the Republic. It was established by Presidential Decree No. 112 of 2025, ensuring its clear legal framework. The Fund also seeks to unify the efforts of the state, civil society, the private sector, and Syrians at home and abroad.

The Fund’s launch serves as a national platform for expanding partnerships between various parties, ensuring the implementation of sustainable projects that have a tangible impact on citizens’ lives.
