The activities of the First Syrian Conference for Persons with Disabilities commenced at the Dama Rose Hotel in Damascus, organized jointly by the Ministries of Social Affairs and Labor, and Emergency and Disaster Management, under the slogan “For an Inclusive and Sustainable Future.”
The conference aims to discuss the most significant challenges facing persons with disabilities, develop policies and plans that ensure their effective integration into society while promoting their rights in education, health, employment, and community participation.
National Policies: From Dialogue to Implementation
Minister of Social Affairs and Labor Hind Kabwat emphasized that the issue of disability has become a developmental and social priority, noting that the ministry is working on forming a national council representing persons with disabilities to establish clear policies that translate dialogue into tangible reality.
She also stressed the importance of the role of non-governmental organizations as field partners in implementing developmental programs, affirming that disability does not only concern the individual but also extends to their family, dignity, and opportunities in life.
Finance Minister Muhammad Barnieh pointed out that the partnership between the state, society, and the business sector is the cornerstone for building a new Syria, explaining that the new tax system allocates 25% for social responsibility to support such vulnerable groups.
Integrating Efforts Towards Inclusivity
Damascus Governor Maher Idlibi announced the launch of 360 non-profit sales centers dedicated to persons with disabilities as part of a plan to empower public facilities and facilitate movement and services.
Local and international organizations such as Hand in Hand, Shafaq, Independent Doctors, Molhem Volunteer, and the Humanitarian Relief Agency pledged to continue supporting persons with disabilities by raising awareness, facilitating access to services, and enhancing their participation in decision-making.
Dialogues, Experiences, and Initiatives
The conference program included panel discussions, workshops, and presentations of successful experiences and innovative initiatives, reflecting Syria’s commitment to integrating persons with disabilities into all aspects of life and enhancing coordination among relevant parties to achieve an inclusive and sustainable future.
