Cement Conference Marks a New Phase in Reconstruction


The Cement and Concrete Conference and Exhibition 2025 opened in the Damascus countryside with broad local and international participation. The event, organized by the Sim Tech Group for Cement Technology, reflects growing interest in Syria’s industrial recovery and reconstruction efforts.

The cement sector remains one of the most promising areas for investment, driven by the country’s vast need to rebuild homes, roads, and infrastructure destroyed during the conflict. Officials and industry experts at the event described the sector as a cornerstone of Syria’s economic revival.

New Cement Factory Agreement Signed

A key milestone of the conference was the signing of the first memorandum of understanding in Syria’s cement industry since liberation. The agreement was signed between the Syrian Marsoumi Group and the Chinese company Sinoma Overseas to establish a new cement factory in the Damascus countryside with an annual production capacity of 1.17 million tons. The project is expected to contribute to meeting domestic demand, creating jobs, and advancing industrial self-sufficiency.

Importance for National Reconstruction

Muhammad Fadila, general manager of the General Company for Cement Industry and Building Materials (Omaran), emphasized the importance of the conference in spotlighting the cement sector’s essential role in Syria’s reconstruction and its contribution to the national economy.

Siraj al-Hariri, general director of the General Institution for Geology and Mineral Resources, said the event helps clarify the vision of government institutions and ministries working in the field, underscoring the sector’s strategic role in rebuilding infrastructure and attracting new investment.

Gabriel al-Ashhab, director of Sim Tech, highlighted the participation of leading European and Asian companies presenting the latest technologies in mineral oils, industrial gases, and engineering services related to cement production and maintenance. He added that the conference promotes public-private partnerships and international cooperation, key to rebuilding Syria’s economy.

Regional and Global Support for Reconstruction

The exhibition saw the participation of around 40 companies from eight countries—including Germany, Switzerland, Iraq, Egypt, Jordan, the UAE, China, and India.

Muhannad Qabqibo, representing Al-Matin Group for Production Supplies, said their participation reflects a commitment to contribute to Syria’s reconstruction “at this critical stage of rebuilding what the war destroyed.”

Naeem al-Maksoosi, commercial attaché at the Iraqi Embassy in Damascus, said such events are “central to strengthening economic ties and supporting reconstruction efforts.”

The German chargé d’affaires at Embassy in Damascus, Klemens Haach, confirmed his country “looks forward to enhancing economic cooperation with Syria,” noting that the presence of German companies “reflects growing interest in contributing to reconstruction projects.”

A Step Toward Industrial Renewal

Organizers described the conference as part of a broader national effort to revive Syria’s industrial base and expand investment in construction materials. The government views the cement and concrete industry as a pillar of infrastructure development and sustainable growth, essential for rebuilding the country and supporting its long-term economic recovery.
