The Ministry of Health signed a memorandum of understanding with the Emirati Jaheziya Program to launch Jaheziya Syria, a joint Syrian-Emirati initiative aimed at strengthening medical preparedness and improving hospital readiness to respond to emergencies and disasters.
Building National Medical Readiness
The program focuses on enhancing the capacity of healthcare workers in both public and private hospitals through a unified training methodology. By qualifying medical personnel according to approved international standards, the initiative seeks to improve the speed, coordination, and effectiveness of responses during health emergencies, disasters, and crises. It places particular emphasis on developing human capital within the national healthcare system, ensuring sustainable preparedness and an integrated medical response across the country.
Dr. Iyad Baath, Director-General of the Medical Specialties Authority, explained the program aims to train and qualify 10,000 frontline healthcare workers using modern scientific methodologies. He noted that implementation will begin with a three-month pilot phase, during which 200 healthcare personnel will be trained, serving as a foundation for nationwide expansion across multiple governorates.
Unified Standards and Nationwide Coverage
According to Dr. Zuhair Qarat, Director of Planning and International Cooperation at the Ministry of Health, the agreement reflects Syria’s commitment to strengthening regional and international partnerships in the health sector. The program will serve healthcare workers, ambulance crews, and civil defense personnel, raising overall readiness to respond to emergencies.
Qarat added that the initiative will begin by preparing central trainers at the ministry level, who will then transfer expertise in emergency medicine, ambulance services, and disaster management to personnel throughout the governorates. Implementation is scheduled to start next month, with the agreement extending over five years, aiming to cover 100% of healthcare facilities nationwide.

For his part, Dr. Adel al-Shamri al-Ajami, CEO of the Emirati Jaheziya Foundation, stated the launch of Jaheziya Syria aims to build national preparedness, unify medical response standards, and provide advanced training strengthening hospital capabilities and improving ambulance efficiency during crises.
The Emirati Jaheziya Program is internationally recognized for delivering innovative, life-saving training to professionals involved in emergency medical response and disaster management. Through this partnership, Syrian health institutions are expected to gain access to advanced expertise that enhances resilience and saves lives.
