Syria Takes Part in Egypt’s 25th INTOSAI Conference


Syria, represented by a delegation from the Central Financial Control Authority headed by Deputy Chairman Waseem al-Mansour, participated in the 25th International Organization of Supreme Audit Institutions (INTOSAI) Conference held in Egypt.

The global event brought together leaders of audit and oversight bodies from around the world to discuss ways to enhance cooperation, strengthen institutional performance, and promote transparency, integrity, and the protection of public funds.

Mansour stated that the conference provided an opportunity for Syria to share experiences and exchange knowledge with other member states, emphasizing that participation reflects the country’s commitment to advancing its national oversight system in line with international standards.

A Strategic Vision for Post-War Oversight

Mansour announced that the Central Financial Control Authority launched a new strategic framework for audit work following Syria’s liberation. The plan focuses on building institutional capacity, modernizing oversight tools, and developing professional expertise to meet the demands of a changing financial environment.

He noted that it is crucial to “take several measures ensuring the independence of central banks, including defining the scope of oversight in coordination with monetary authorities, forming specialized audit teams, and maintaining the confidentiality of exchanged data.” Mansour explained that this balance between oversight and independence is essential to safeguarding transparency while preserving the autonomy of monetary policy.

The updated audit strategy also emphasizes digital transformation, data analysis, and advanced training programs for auditors—all aimed at strengthening accountability mechanisms across Syria’s financial institutions.

Expanding Regional and International Cooperation

On the sidelines of the conference, the Syrian delegation held a bilateral meeting with the Omani Financial and Administrative Control Authority, chaired by Mansour and Sheikh Ghasan bin Hilal al-Alawi, the Omani authority’s chairman. Discussions focused on financial auditing, administrative oversight, capacity building, and the exchange of expertise to enhance institutional performance.

The two sides also reviewed recent developments in oversight tools and agreed to continue cooperation through information sharing and joint training programs to strengthen transparency and public financial management.

In addition, the Syrian delegation met with representatives of the Palestinian Financial and Administrative Control Authority and the Dutch Court of Auditors to explore further collaboration in professional development and knowledge exchange.

Reinforcing Syria’s Role in Global Oversight Efforts

Mansour stated that these meetings align with the authority’s long-term vision of integrating successful international experiences into Syria’s national framework. “Exchanging expertise and keeping up with technological developments are vital to improving audit quality and advancing administrative and financial reform,” he said.

He added that Syria’s participation in INTOSAI demonstrates its commitment to international cooperation and to building a modern oversight system grounded in integrity and innovation. The Central Financial Control Authority’s involvement in this year’s conference reflects Syria’s determination to reassert its role in global transparency and accountability initiatives, supporting sustainable development and good governance through professional oversight practices.
