Syria Partners with ELM to Digitize Government Services

The Ministry of Communications and Information Technology announced the start of executive work under a partnership with Saudi-based digital solutions firm ELM. The partnership aims to strengthen Syria’s digital infrastructure, enable government institutions to deliver more efficient electronic services and accelerate the country’s broader digital transformation. Officials say the initiative is designed to improve service quality for citizens and institutions while enhancing administrative performance.

Finance Ministry Signs Framework Agreement

In a major step toward modernizing financial administration, the Ministry of Finance signed a framework agreement with ELM on Sunday to support the comprehensive digitization of financial operations and develop Syria’s financial sector. The agreement was signed by Finance Minister Muhammad Barnieh and ELM CEO Muhammad al-Omair during a ceremony held at the Four Seasons Hotel Damascus.

The event was attended by Saudi Ambassador to Syria Prince Faisal bin Saud al-Majfal. The deal aims to digitize financial procedures, enhance administrative and technical performance using modern technological tools and train a new generation of Syrian professionals in digital transformation.

Improving Service Quality and Efficiency

Speaking at the ceremony, Minister Barnieh described digital transformation as a central pillar of the ministry’s strategy to upgrade financial services. He said advanced digital systems would raise efficiency and transparency standards.

“This step will contribute to simplifying and accelerating financial procedures and improving service quality,” Barnieh said, adding that it would positively impact the broader economy and strengthen accountability.

He noted that cooperation with ELM is part of a wider effort to transfer expertise and advanced technology to the ministry and its affiliated bodies, including customs, insurance and real estate finance institutions. He also highlighted the role of the Ministry of Communications and Information Technology in supporting this strategic direction.

A Model Enhancing Transparency for Government Digitization

Minister of Communications and Technology Abdulsalam Haykal described the agreement as a model for other government institutions. He reaffirmed his ministry’s commitment to providing the necessary infrastructure and legislative framework to support the digital transformation of state services.

ELM CEO Omair characterized the agreement as a strategic partnership focused on transferring expertise and implementing advanced digital systems. “We seek to raise the efficiency of financial operations and enhance transparency,” he said, adding that the initiative would pave the way for future projects covering customs, insurance and taxation, with the goal of establishing an integrated digital financial system.

Omair emphasized that improving the experience of beneficiaries, both citizens and businesses, is a primary objective. He expressed confidence that combining ELM’s technological expertise with Syrian professionals would deliver tangible results in a short timeframe.
