
Syrian Foreign Minister Asaad al-Shaibani participated in the 51st session of the Organization of Islamic Cooperation (OIC)’s Foreign Ministers Council of the member states, held in Istanbul, Turkey, on June 21 and 22, 2025, under the slogan “Islamic Cooperation in a Changing World.”
Syria’s participation came after the restoration of its seat in the organization, following a suspension that lasted more than 13 years since 2012. This official return marks an important milestone in reinforcing Syria’s diplomatic presence regionally and confirming Damascus’ openness to international forums.
High-Level Diplomatic Meetings
On the sidelines of the session, Shaibani held a series of bilateral meetings with several of his counterparts from member states, focusing on enhancing bilateral relations and expanding joint cooperation.
He met with Jordanian Foreign Minister Ayman al-Safadi, both sides discussed ways to activate relations between the two countries and addressed priorities for the upcoming phase in light of regional developments, particularly the Syrian file and its return to regional and international organizations.
Shaibani also met with Azerbaijani Foreign Minister Jeyhun Bayramov, discussing issues of bilateral cooperation, especially in humanitarian support, reconstruction, and the possibility of enhancing political and economic exchanges, alongside coordination within the OIC to support lifting the sanctions imposed on Syria. His meetings also included Afghan Foreign Minister Amir Khan Muttaqi, marking the first meeting ever between Syria of the Islamic Emirate of Afghanistan (IEA).
Statements Emphasizing Justice and Islamic Solidarity
Syria’s Foreign Minister emphasized the importance of lifting unilateral sanctions imposed on Syria, describing them as obstacles to development and stability efforts. Shaibani affirmed that Syria looks forward to an effective partnership within the OIC, which would enhance its presence in the Islamic world and drive efforts to address humanitarian and developmental issues.
He praised the efforts of Islamic countries in supporting Syria, asserting that the country is steadily moving towards recovery and re-engagement with the international system while ensuring the protection of national sovereignty and achieving lasting stability.
In his opening speech during the session, Turkish Foreign Minister Hakan Fidan welcomed Syria’s participation, considering its return to the organization a significant step towards restoring regional solidarity and affirming the unity of the Islamic world in facing common challenges.
Syria’s participation underscores its return to international forums after a long period of isolation while solidifying efforts to regain its position within regional organizations, especially amid increasing Arab and Islamic interest in supporting stability and reconstruction.
Shaibani’s attendance to the 51st session of the OIC represented a prominent diplomatic milestone, reflecting the progress made by Damascus on its path back to the regional arena.
