Syrian Participation in the Civil Aviation Association in Montreal

In a move strengthening its position on the international stage, the Syrian General Authority of Civil Aviation and Air Transport is participating in the 42nd session of the International Civil Aviation Organization (ICAO) Assembly, scheduled to be held in Montreal, Canada, from September 23 to October 3, 2025.

Historic Participation to Restore International Prestige

The Chairman of the Authority, Omar al-Husari, emphasized that participation is not merely symbolic, but rather represents “an important step towards restoring its standing in the international community.” He pointed out that this presence reflects the Authority’s unwavering commitment to developing the civil aviation sector according to the highest international standards and actively contributing to shaping a safer, more efficient and sustainable future for air transport around the world.

Husri pointed to a pivotal point, namely the nature of this return, stating that Syria “returns to this international forum, not as a guest or observer, but as one of the original 52 signatories to the 1944 Chicago Convention,” the convention that established the foundations and rules for the global civil aviation system.

The Beginning of a New Phase of Cooperation and Partnership Building

The Chairman of the Authority emphasized that the Syrian delegation’s participation in the General Assembly’s work marks the beginning of a new phase based on constructive cooperation with all member states and seeks to strengthen international partnerships. He emphasized this approach aims to serve Syria’s economic development goals and make the civil aviation sector a bridge of communication and rapprochement between peoples, rather than merely a means of transportation.

What is the ICAO General Assembly?

The General Assembly is the sovereign body of the International Civil Aviation Organization (ICAO) and its highest decision-making body. It meets at least once every three years, to which all 193 member states are invited, in addition to dozens of international organizations. The Association’s mission is to set the organization’s general policy and strategic directions at the global level for the next three years.
