Syria and the Sultanate of Oman have signed an air transport services agreement on the sidelines of the 42nd session of the Assembly of the International Civil Aviation Organization (ICAO) held in Montreal, Canada from September 23 to October 3, 2025. The Syrian side was represented by the head of the authority, Omar al-Hosari, while the Omani side was represented by the head of the Omani Civil Aviation Authority, Nayef al-Abri.
The head of the Syrian Civil Aviation and Air Transport Authority, Omar al-Hosari, stated that the civil aviation sector is fundamentally based on the principle of communication between countries. He emphasized that agreements related to air transport or services between airports and airlines directly contribute to facilitating the establishment of future strategies and enhancing the effectiveness of joint Arab work.
Strengthening Arab Cooperation in Aviation
Hosari explained the Arab meetings and agreements in the field of civil aviation allow for achieving harmony among countries, ensuring coordinated and unified operations instead of countries independently formulating strategies in isolation. This strengthens communication ties and bolsters the air transport sector at both the Arab and global levels.
For his part, the Director of Public Relations at the Syrian Civil Aviation Authority, Alaa Salal, pointed out that this agreement updates the air transport agreement signed between the two countries on May 4, 1992. It aims to enhance bilateral cooperation in the field of air transport and support and develop air traffic between the countries.

The participation of the Syrian Civil Aviation Authority in this international event bringing together member states and key stakeholders in the air transport sector, reflects Syria’s steadfast commitment to developing a safe, sustainable, and inclusive civil aviation sector, as well as its eagerness to actively contribute to enhancing international cooperation within this strategic field.
