In a landmark step toward reconstruction and the strengthening of vital infrastructure, Minister of Energy Engineer Muhammad al-Bashir laid the foundation stone for the Deir Ezzor gas power plant in the Taym field on December 2, 2025. With a design capacity of 1,000 megawatts, the project is the first major outcome of strategic cooperation between the Ministry of Energy and a consortium of international companies led by UCC Holding. The ceremony was attended by the Governor of Deir Ezzor and several senior officials.
In his address, the Minister Bashir emphasized the connection between the liberation phase and the reconstruction phase, stating that less than a year after liberation, Syria has already launched a series of major projects aimed at restoring the country’s strength and economy. He described the Deir Ezzor plant as more than a technological facility, calling it a station for revival, development, and the spread of light throughout the nation. He praised the determination of Syrians and their ability to rebuild in the same spirit with which they achieved liberation, affirming the vision of reinforcing military victory with tangible developmental achievements.
Grid Stability and Support for the Local Economy
The Deir Ezzor gas power plant carries strategic importance that extends beyond electricity production alone. The Minister explained that the project will significantly enhance the stability and reliability of the national electricity grid while reducing energy losses. It will meet the growing needs of cities, villages, and industrial and agricultural zones in the eastern region and throughout Syria. By providing dependable energy, the project will create a more attractive environment for investment, stimulate local production, and contribute to broader economic and social development.
Marwan al-Dimas, General Manager of UCC Holding, outlined additional details of the project, noting that it constitutes the first phase of an integrated program with a total planned capacity of 5,000 megawatts. He explained that the program stems from a strategic partnership between the Ministry of Energy and an international consortium that includes UCC Holding alongside the Turkish companies Cengiz and Kalyon and the American firm Power International.
The foundation stones for the remaining three plants are scheduled to be laid soon. The full program is expected to be completed within thirty-six months and will create thousands of job opportunities for Syrians. The launch of the Deir Ezzor plant is part of a broader national plan to secure Syria’s energy needs.
Final agreements were signed last month for the construction of eight additional power generation plants, reflecting a clear national commitment to transforming the energy sector from a crisis-era challenge into a major pillar of reconstruction and development. By providing stable power for citizens, industries, and essential services, the Deir Ezzor project is expected to illuminate the future of the eastern region and strengthen the foundation for Syria’s economic recovery.
