SSG Lessens Financial Restrictions on Buildings with New Legislation

The Syrian Salvation Government (SSG) has introduced a series of measures to facilitate building projects and construction activities and lesson financial burdens and restrictions on the citizens in greater Idlib.

Under the new decree, residential buildings with an area of 50 square meters or less are now exempt from all financial fees, eliminating the need for costly engineering plans and administrative costs. Furthermore, owners of various types of buildings – including residential and commercial establishments – will benefit from a significant 75% waiver on technical and engineering fees overseen by the Ministry of Local Administration and Services. These fees, which cover licenses, settlements, violations, and other administrative charges, have long been a hurdle for many seeking to develop in the region.

Transactions previously prohibited under existing regulations will also see a substantial 90% exemption, further incentivizing investment in infrastructure and development projects. Additionally, all fixed financial fees related to special transactions and settlements, such as service and occupancy fees, have been completely waived.

The decree emphasizes a retrospective approach, recognizing and addressing the condition of buildings constructed before March 1, 2024, to ensure fair and equal treatment for all residents, the SSG aims to streamline administrative processes and provide much-needed relief to individuals and businesses alike.
