The Saudi company Abyat for Investment and Real Estate Development, in partnership with Syria’s Public Housing Corporation, launched the Abyat Hills residential project in the Qudsaya suburb of rural Damascus. The development represents a significant investment in Syria’s real estate sector.
The project aims to create an integrated residential environment combining housing, services, commercial facilities and recreational spaces within a modern urban framework. Spanning approximately 380,000 square meters, the development will include over 2,000 housing units built according to modern planning and service standards. Construction is expected to take four years.
Sustainable Vision for Urban Growth
Minister of Public Works and Housing Mustafa Abdurazaq described the launch as a practical step toward modern urban development based on cooperation between the public and private sectors. He said the project will function as a fully integrated residential community equipped with essential services and guided by a sustainable urban vision.
According to Abdurazaq, the development incorporates modern environmental standards designed to improve quality of life and provide a healthy and balanced living environment. The project also reflects broader efforts to encourage investment in housing while addressing growing demand for modern residential communities.
Construction and Development Plans
Muhammad Salloum, general director of Abyat Saudi Company, told SANA work on the project began over two months ago following the completion of planning studies. Under the partnership model, the state provides the land while the company is responsible for developing the residential structures and related facilities.
Construction crews have already started road development and infrastructure preparation. Salloum said the project covers roughly 302,000 square meters, with buildings occupying not more than 30% of the site. The remaining area will consist of gardens and green spaces intended to support a sustainable living environment.
New Model for Housing Partnerships
Tamam al-Dabal, director general of the Public Housing Corporation, said Abyat Hills represents a new phase in cooperation between public institutions and private investors. He noted the planning and architectural framework has been completed with implementation moving forward according to an organized schedule. The project will offer a variety of housing options designed to meet different needs while maintaining a strong focus on green spaces and community services.
Dabal added that the development supports government plans to expand housing availability and establish modern suburban communities around Damascus. He also emphasized the corporation’s commitment to meeting the project’s implementation timeline.
Speaking to Levant24, a local resident and real estate office owner in the area said the project’s pricing is expected to remain competitive due to state support. “The project will be offered at a very reasonable price for local residents,” he said. “The announced price is about 27% below the current market rate.”
He added expatriates looking to purchase homes in Damascus could benefit significantly from the project. Construction standards, he said, will follow engineering codes commonly used in Gulf countries, contributing to a higher level of technical quality.
Strategic Location Near Damascus
Abyat Hills occupies a strategic location along the western expansion of Damascus toward Yafour, approximately 6 to 7 miles from Umayyad Square. The site has direct access to major road networks and regional transportation routes, a feature expected to enhance both its residential appeal and long-term investment value.
